Impact of Public Health Emergencies on Sexual and Reproductive Health and Reproductive Rights in the Arab Region

Publication

In the last decade the world has experienced many public health emergencies, similar to the current novel COVID19 pandemic (e.g. Ebola, MERS, Cholera, Polio and Zika epidemics). Demand on health care services continued during health emergencies including general health care such as Non-Communicable Diseases (NCDs), mental health services, immunization programs, as well as SRH services such as family planning (FP) and maternal health (MH)1,2. Although often overlooked, SRH is essential for sustainable development and women’s empowerment3. SRH is a basic human right, which has been captured in many international agreements such as the Programme of Action of the International Conference on Population and Development (ICPDPoA), the Sustainable Development Goals (SDGs), especially goal 3 on health and goal 5 on gender equality, as well as the commitments made during the World Humanitarian Summit (2016), to name a few. While these international conventions and treaties have been ratified by almost all countries and have called for giving more importance to reproductive health during crises, SRH is still not well prioritized at the level of other needs such as food, water, sanitation and hygiene (WASH), or shelter.

UNPFA Syria Response 2019

Publication

As Syria enters its 09th year of conflict, it struggles with a dire humanitarian situation. Recent reports and estimations indicated that around 11.1 million people are in need (as of end of Jan 2020), around 6.1 million are IDPs (as of July 2019 according to the population task force), around 1.4 million people are IDPs returnees during 2018, and the population task force estimated around 260,000 people IDPs & Refugees-returnees during January-July 2019.

Those particularly at risk are pregnant and lactating women, widows, children, people with disabilities, the elderly and other groups or people living with disabilities or diminished coping mechanisms. Multiple displacements and lack of access to basic Sexual and Reproductive Health (SRH) and other health services further exacerbate the needs of individuals and communities, in addition to significantly increasing the risks of gender-based violence (GBV) which also includes desperate measures that further increase the likelihood of protection threats, such as sexual exploitation, forced and early marriage.

Since the first case of COVID-19 was reported in Syria on March 23rd, the Government of Syria has introduced measures amid fears of a spike of the novel coronavirus. These measures include movement restrictions between governorates, between city centers and rural areas, as well as a countrywide curfew in effort to ensure social distancing and self-isolation to minimize the risks of infections. Part of these efforts also include a ban on public gatherings and activities that involve large numbers of people. In Syria, people affected by humanitarian crises, particularly those displaced and/or living in camps and camp-like settings, are faced with challenges accessing health services that were otherwise available before the COVID-19 outbreak. Several measures have been taken at international and national levels to contain the spread of the virus, which has disrupted people's normal lives including humanitarian response, in addition to the already existing dire humanitarian needs before the pandemic.
