The Position:

The position is located in Country Offices (CO) to support the daily professional work in reproductive health unit for planning, design and programme implementation at the national level.

The RH technical officer will report directly to The Reproductive Health Head of unit in Syria Country Office.

Job Purpose:

The technical officer assists in the design, planning and management by analyzing the political, social and economic trends and providing inputs to project formulation and monitoring. The technical officer coordinates and assists with RH programme implementation by using and developing appropriate mechanisms and systems, and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation and ensuring they are being reported in a systematic manner.

 

Programme Analyst –RH You would be responsible for:

Manage and coordinate project activities, from Technical, substantive, administrative and financial points of view, applying strategic planning and systematic coordination of projects activities.

Manage day-to-day projects implementation and overall coordination of projects outcomes.

Maintain close working relationships with field facilitators and Sub offices in the areas covered by the projects and ensure proper coordination and collaboration, identifying bottlenecks ahead of time and proposing corrective measures, if needed, for efficient and effective implementation.

Develop RH training plan for RH unit in the country office to ensure capacity development activities for all UNFPA staff and IPs staff based on international and national standards.

Maintain accurate training records for each workshop and training course including promotions, qualifications, and special recognition;

Planning and distributing the monthly training schedule and assigning qualified instructors to each level;

Ensure supervision of the RH 3rd party & personnel and ensure effective communication and coordination between the implementing partners and the UNFPA Country office in Syria, as well as UNFPA field offices.

Provide input for direction and leadership in advocating RH projects objectives and in ensuring that all interested parties are well informed about the projects activities and goals.

Identify any support and advice required for the management, planning and control of the RH programme.

Ensure timely monitoring, preparation and compilation of the Annual/Quarterly Work Plans and Progress/Final substantial and financial reports and its submission to Donor as appropriate under the coaching of RH programme Analyst.

Conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.

Contribute to the preparation of the annual RH procurement plan.

Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, monitoring, information sharing and reporting systems with close coordination with M&E unit in the country office.

Ensure the mainstreaming of gender and youth into all RH activities.

 

Ensure proper professional relationships with relevant national partner agencies, community leaders, local NGOs and other Community Based Organizations

Verify and channel all requests for Project, administrative, logistical and other support

Perform other duties that may be required and deemed necessary.

 

Qualifications and Experience

 

Education:  

 

Advanced degree in health, population, demography and/or other related social science field preferable obstetrics and gynecological certificate. Experience in resilience programing is an asset.

Or Bachelor Degree in health science, health or other related field. With two years of experience in Sexual Reproductive health.

 

Knowledge and Experience:

Strong verbal and written communications skills

Field experience

National RH program implementation experience is a strong asset.

 

Languages:

Fluency in both written and spoken English and Arabic
