Job Description

 

The Position:

The position is located in Damascus Country Office.

The Human Recourses Associate will be working Under the Direct supervision of the National Operations Manager.

Job Purpose:

The Human Recourses Associate ensures the effective functioning of Human Resources unit in support of the Programme and office management. The Human Recourses Associate delivers quality services in Human Resources, and provides HR services ensuring accuracy and consistency of work.  The Human Recourses Associate promotes a client-oriented and consistent with rules and regulations approach in the Unit and works in close collaboration with the operations, Programme and projects’ staff.

 

Human Resources Associate will be responsible for:

  • Ensures implementation of HR strategies focusing on Full compliance of HR processes and records with UNFPA rules, regulations, policies and strategies;
  • Implements HR services focusing on achievement of the following results:
  • Preparation of draft job descriptions/ terms of reference for staff in consultation with the respective technical staff ensuring compliance with UNFPA procedure.  Preparing and disseminating vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels;
  • Creation/update of vacancy announcements, communicate of positions to chart fields (COAs), update of COA information, setting, position Administrator.
  • Tracking of all transactions related to positions, recruitment, extensions, adjustments and separations;
  • Support the NOM in maintenance of the CO staffing table; and the office vacancy rate, by communicating al approved actions with HQ focal point.   
  • Maintenance of proper filing system for HR records and documents;
  • Manages the recruitment and selection process via e-recruiting and applying best practice HR tools and mechanisms, advices and briefs managers and project personnel on different types of contracting modalities HR policies and benefits.
  • Communicate to UNDP on monthly basis monthly annual leave record in respect of national staff and inform UNDP HR of any deduction of Danger pay.
  • Communicate with the Regional Office and DHR on approved position creation, Classification, cancellation and Job adverts in the Atlas HRMS module.
  • Coordinate the recruitment process for Individual Consultants in coordination with the requesting unit making sure that they are compliance to the Standard Operating Procedures.
  • Prepare all needed onboarding stages to the newly recruited staff including induction and introduction Programme.

 

Qualifications and Experience

Education and Experience: 

 

  • Bachelor’s degree in business Administrations. Public administration, Human Resources, economics or related field is preferable with 3 years of relevant experience in Human Resource, Administration and other related field.
  • Or High School degree with 6 years of relevant experience in Human Resource, Administration and other related field.

 

Knowledge:

  • Previous experience with UN is an advantage.
  • Proficiency in current office software applications. 

 

Languages:

Fluency in both written and spoken English and Arabic is required.
